Dr. Viviane Winthrop brings over two decades of experience managing dental care facilities across diverse populations in California and Arizona. In addition to private practice, she has served as Supervising Dentist for the California Department of Corrections and Rehabilitation (CDCR) and as Chief Dentist in the Department of State Hospitals (DSH). She has also been the Dental Director of a community health center in Arizona where dental services were not readily available for many years. These roles have equipped her with the expertise to establish and manage new dental clinics, oversee complex cases, provide dental care for medically compromised patients, and ensure adherence to regulatory standards.
Dr. Winthrop coordinated interactions between departments and spearheaded quality management initiatives. Throughout her career, she has fostered strong partnerships with community stakeholders, vendors, and specialized healthcare providers to deliver comprehensive dental services to underserved populations.
In her current role as a Neutral Dental Court Monitor, Dr. Winthrop audits and evaluates dental programs for dental substantial compliance, providing recommendations, mentoring, and guidance to address deficiencies in patient care. She also offers suggestions to eliminate barriers to access to care, improve timeliness and quality of dental care, and assesses clinical facilities for effective infection control practices, regulatory compliance, and the capability to self-govern and monitor their clinical programs.
Dr. Winthrop earned her D.D.S. degree from the University of California at San Francisco, has a Bachelors of Science in dental materials from UCSF and studied biochemistry at the University of Arizona. She is licensed to practice in Arizona and California.

Dr. Harjeet Dhillon
Dr. Harjeet Dhillon is an experienced dental professional with more than 20 years of clinical experience, including significant service in correctional health care settings. She currently practices for the California Department of Corrections and Rehabilitation, where she delivers comprehensive dental care, ensures regulatory compliance, and leads quality improvement initiatives. She holds an advanced degree in periodontics. She previously served as the Chief Dental Officer for a Federal Correctional Institution in the Bureau of Prisons.
Dr. Andre Metcalf
André G. Metcalf, DDS, is a seasoned dental leader with extensive experience in community health and correctional care. He currently serves as the Dental Director for a community health center in San Francisco and previously held director and supervising roles with the California Department of Corrections and Rehabilitation as well as for Central California Community Health Centers. A UCSF graduate, he has dedicated his career to serving underserved populations.
